Are all android apps legal?

My friend told me abort this app called top songs by year and he said he gets all his music here he said I should get it. I went to the page but before I download this how is it legal and why isnt it neing taken down if it is legsl?? Also whst will happen to the ppl currently using the app?? Wok they group after everyone or just the,app developer??
