What's this sticky residue on my wok?

This wok is almost 30 years old and has never been used, but it's sticky to the touch. I've tried washing it with hot soap and water as well as scrubbing it, but the stickiness is still there. I'm also not sure whether it stainless or cobalt steel. Does "seasoning" the wok get rid of it? What should I do?
